Virtual Asset Service Provider Registration
VASP License: Virtual Asset Service Provider Registration
A VASP license is the baseline legal authorization to exchange, transfer, custody or administer virtual assets on a commercial basis. We register and structure VASPs in the world's leading light-touch and bespoke jurisdictions — from zero-tax Georgia to VARA in Dubai.
What Is a VASP License?
A VASP license — short for Virtual Asset Service Provider license — is a registration or authorization under national anti-money-laundering (AML) law that permits a business to legally exchange, transfer, custody or administer virtual assets on a commercial basis. It is the FATF-defined baseline standard adopted, in one form or another, by more than 200 jurisdictions worldwide, and it is the single most commonly required regulatory credential for crypto exchanges, custodians, OTC desks, wallet providers and payment processors.
Baseline Global Standard
VASP registration implements FATF Recommendation 15, the international AML/CFT standard for virtual assets.
Lighter Than a Full License
Most VASP registrations carry lower capital requirements and shorter review timelines than bespoke financial licenses.
Unlocks Banking & Liquidity
A recognized VASP registration materially shortens banking onboarding and reduces rejection rates.
One Filing, Many Jurisdictions
Founders can select the registration jurisdiction that best matches their tax position, timeline and target markets.
Regulatory Note: "VASP" is the FATF term used worldwide. Inside the European Union, MiCA replaced standalone VASP registration with a new authorization category — the Crypto-Asset Service Provider (CASP) license — from 30 December 2024. See our dedicated crypto license & CASP guide if you are specifically targeting EU/EEA market access.
Legal Terminology & Concepts
- VASP:
The FATF-defined category covering exchange, transfer, custody and administration of virtual assets.
- FATF Recommendation 15:
Requires member states to license or register VASPs and supervise them for AML/CFT.
- Travel Rule (FATF R.16):
Requires originator/beneficiary data to travel with virtual asset transfers above the applicable threshold.
- CASP:
The MiCA authorization that superseded VASP registration across the EU/EEA.
Which Activities Require VASP Registration?
FATF defines five categories of "virtual asset service" that trigger VASP registration in almost every jurisdiction.
Exchange Between Virtual Assets & Fiat
Platforms converting cryptocurrency to fiat or fiat to cryptocurrency commercially.
Exchange Between Forms of Virtual Assets
Crypto-to-crypto trading venues and swap platforms.
Transfer of Virtual Assets
Services moving virtual assets between addresses on behalf of clients.
Safekeeping & Administration
Custodial wallet providers and qualified custodians holding client assets.
Who Needs a VASP License?
Operating without registration in a regulated jurisdiction risks account freezes, exchange delistings and criminal liability.
Crypto Exchanges & Trading Platforms
Centralized exchanges and order-matching venues.
Custodial Wallet Providers
Hosted wallets and qualified custodians.
OTC Desks & Brokers
Over-the-counter desks facilitating client transfers or settlement.
Token Issuers & Web3 Startups
Issuers offering tokens to the public.
VASP vs CASP: What's the Difference?
Both terms describe a licensed virtual asset business, but they come from different legal systems. VASP is the FATF term, implemented individually by national AML law in over 200 countries. CASP is the specific authorization created by MiCA, which became fully applicable on 30 December 2024 and replaced standalone national VASP registration across every EU/EEA member state.
In practice: if you are targeting the EU/EEA single market, you now need a CASP authorization — see our dedicated crypto license & MiCA CASP guide. If you are targeting non-EU markets, a VASP registration or license remains the primary and often faster route to market.
| VASP Registration | CASP Authorization (MiCA) | |
|---|---|---|
| Legal Basis | National AML law (FATF R.15) | EU Regulation 2023/1114 (MiCA) |
| Market Access | Single country | All 27 EU/EEA states (passporting) |
| Typical Capital | $0 – $100,000 | €50,000 – €150,000+ |
| Typical Timeline | 6 weeks – 7 months | 3 – 6 months |
| Best For | Non-EU market entry, offshore structures | EU-wide institutional operations |

Frequently Asked Questions on VASP Licensing
Clear, direct answers to the most common queries regarding VASP registration.
What is a VASP license?
A VASP license is a registration as a Virtual Asset Service Provider under national AML/CFT law, the FATF-defined category covering the exchange, transfer, custody and administration of virtual assets. It is the baseline legal authorization required to operate a crypto exchange, custodian, OTC desk or wallet provider in most jurisdictions worldwide.
What is the difference between a VASP license and a CASP license?
A VASP registration is a national AML-law registration recognized by FATF member states individually. A CASP authorization is the license created by MiCA, which replaced standalone VASP registration across the EU from December 2024 and adds passporting across all 27 EU/EEA member states.
Which countries still offer standalone VASP registration in 2026?
Georgia, Panama and Argentina operate light-touch national VASP registration models, the UAE (VARA) and Cayman Islands (CIMA) issue bespoke VASP licenses, and El Salvador issues a VASP-equivalent PSAD authorization. EU member states have moved from VASP registration to full MiCA CASP authorization.
How much does a VASP license cost?
A standalone VASP registration typically costs between $15,000 and $60,000 in total setup — materially less than a full MiCA CASP authorization, which commonly runs €80,000 to €200,000 or more.
How long does VASP registration take?
Light-touch registration jurisdictions such as Georgia or Argentina can be completed in as little as 6 to 10 weeks. Bespoke VASP licenses such as VARA in Dubai or CIMA in the Cayman Islands typically take 3 to 7 months.
Do I need a VASP license to accept crypto payments or run an exchange?
Yes. Any business that exchanges crypto for fiat or other crypto, transfers virtual assets on behalf of clients, or holds client crypto assets commercially requires VASP registration or an equivalent license in virtually every reputable jurisdiction.
